"A Solar Energy System shall be installed only by a PV or solar thermal installer who: 1. Evidences certification by the North American Board of Certified Energy Practitioners 2. Has completed an Interstate Renewable Energy Council (IREC) Institute for Sustainable Power Quality (ISPQ), accredited PV training program or a PV manufacturer’s training program and has successfully installed a minimum of three (3) PV systems"
